Strategic Vision Report
Sugar Land, Texas
The City of Sugar Land engaged TPUDC to lead a comprehensive community visioning process for the future of the Imperial Historic District, the iconic former refinery and headquarters of the Imperial Sugar Company. Following multiple unsuccessful private redevelopment attempts, the City acquired the 40-acre site with a renewed commitment to unlocking its full potential through a future public-private partnership. TPUDC facilitated a four-day visioning workshop in Nov. 2025, designed to bring residents, stakeholders, and civic leaders together to define a clear, actionable vision for the site. The primary objective was to establish a unifying vision statement and guiding pillars that will direct both the City and its future development partner.
The resulting Strategic Vision Report provides a strong foundation for redevelopment. The document includes a comprehensive site timeline, a synthesis of public input, an assessment of existing conditions and historic structures, a clearly articulated vision statement, four guiding pillars, and illustrative precedent imagery. In collaboration with the City’s Redevelopment Department, TPUDC helped define four guiding pillars to shape the future of the Imperial Historic District:

(4) Connect and Enhance Mobility
The Sugar Land City Council formally adopted the Strategic Vision Report in January 2025, establishing a clear framework to guide future investment, partnerships, and phased implementation of this transformational redevelopment initiative.
